Chief Executive Officer

John T. Smith, CMgr, MCMI, MRAeS, MIoD, MBA

John T Smith, a Chartered Manager with over 28 years international experience in the aviation industry, joined The airports Authority having years of experience in general management, project management and financial management. As the CEO of a growing nest of airports, he has successfully restructured the Airports Authority into a revenue centre within his first year of joining in September 2007. With his holistic, system methodology but tempered aggressive style of management he has engineered and led the acquisition of the 65% of the Joint Venture Company Providenciales Airport Company, giving 100% ownership to Airports Authority. Having acquired the asset he proceeded to successfully source financing for the redevelopment of the gateway airport of Providenciales International, a fully self financing project, at a cost of $110M.

His style of management saw him embark on a mission to increase airlift by working with carriers to start-up and increase flight into the Turks and Caicos Islands – the latest being Jet Blue. As CEO, Mr. Smith is responsible for management oversight of the Airports Authority’s Airports, their development and construction, the Authority’s $….M budget and approximately one hundred and twenty employees. With his specialization training and experience in Six Sigma, and Lean Manufacturing Techniques he looks forward to, and is well equipped to taking on the exciting challenges ahead, of multiplying profits, completing a world class airport facility and increasing airlift by triple digits.

Through all of this John remains an active and contributing member of the Chartered Managers Institute (UK), the Institute of Directors (UK), and the Royal Aeronautical Society (UK).. John places much emphasis on the TAR principles – transparency, accountability and responsibility, believing that humility is a pillar of strength and performance the bedrock of success.

Financial Controller

Kenneth M. Abrams, BSc.

Kenneth worked with the Guyana Cooperative Agriculture and Industrial Development Bank for over six years, commencing in 1988, and rising to the position of Junior Assistant Manager in the Finance Department prior to his departure. In 1995, he joined the Privatization Unit, Ministry of Finance as a Financial Analyst and rose to the second highest position in that unit by the end of his tenure six years later.

In 2001, Kenneth took up the position of Chief Finance Officer of the Turks and Caicos Islands Financial Service Commission, where he served for five years. His portfolio there included the setting up the Accounting System for the Commission and he served as Secretary to the Financial Services Commission Board.

In 2006, Kenneth joined the Turks and Caicos Islands Airports Authority as the Chief Finance Officer, a position he still holds today. He was responsible for establishing the Accounting and Network System within the Authority.

Through the years, he served as a Councillor for the City of Georgetown, Commissioner for the Guyana Sewerage and Water Commission, and director for several boards in Guyana.

Executive Air Traffic Services Manager

Emmanuel W. Rigby

Emmanuel is a 25+ year aviation veteran starting his career as an Air Traffic Control Assistant and working his way up the ranks. His extensive training and vast experience includes Air Traffic Control, Aeronautical Information Service, ATS Training and Airport Management. His career includes stints throughout the islands over the many years. His experience has prepared him for the role he now plays in directing the Air Traffic Services Operation which has seen a steady increase in air traffic over the last decade.

Executive Airports Manager

Floyd Ingham

A 22 year veteran in the aviation industry, he has progressed through the ranks in a career which reflects the TCIAA focus on continuous personal improvement. He served in the industry as an air traffic controller, chief aeronautical information officer and a supervisor/trainer within the approach control unit, prior to his promotion to the post of Airport Manager at the Providenciales International Airport.

Floyd’s responsibilities include ensuring airside safety compliance at all TCIAA aerodromes, which is necessary to maintain aerodrome certification. Since assuming the role as Executive Airports Manager, he was instrumental in achieving approval from the UK Regulators for the first edition of the aerodrome manual, which has laid the foundation for implementation of an aerodromes safety management system.

Executive Human Resources, Training & Development Manager

Shenrika Robinson, BBA (Hons), MHRM, GCert

Shenrika has worked in a broad range of roles including developing HR process and policies, employee relations, performance management, recruiting, strategic planning, benefits, counseling, training and leadership.

In 2015 she was invited to participate in the Caribbean-Canada Emerging Leaders Dialogue (CCELD). A unique leadership development experience which brings together emerging leaders from across Canada and the Caribbean to expand their knowledge on fundamental global and local issues. She has over six years of corporate experience and is very astute in identifying innovative strategic solutions with the vision to develop and implement successful action plans.

Shenrika earned her Bachelor’s degree in Business Administration from American Intercontinental University in Weston Florida in 2006 and her MBA Certificate and Master of Human Resource Management from Keller Graduate School of Management in Miramar, Florida in 2008. She is a Professional member of the Society for Human Resource Management (SHRM) and a Caribbean-Canada Emerging Leaders Dialogue Alumni.

Terminal & Marketing Manager

Lavern Reynolds, MBA

Mrs. Lavern Reynolds is the Terminal Manager responsible for ensuring that a proactive and integrated approach is adopted towards leading the Terminal Facility. Mrs. Reynolds excelled academically in Hospitality and Tourism Management studies not only at Barbados Community College but also in North Miami, Florida at Johnson & Wales University where she completed her Associate’s and Bachelor’s Degrees. In 2004 she returned to the United States where she pursued and obtained her MBA from Nova Southeastern University as well as a Certificate in Real Estate from Florida Gold Coast Schools.

As an Executive Member of the Airports Authority, Mrs. Reynolds is currently the Chairman of the Airline Slot Management Committee and Secretary to the Air Operators Committee (AOC). With her extensive communication, organizational and developmental skills, Mrs Reynolds believes in giving back to her community, serving as the Director of Marketing for the Le Reve Gala Ball and conducting motivational speeches to youths in the local schools of Providenciales and North Caicos. Her focus to detail allows her to work in demanding atmospheres and adapt to changing environments such as the Airports Authority.

Mrs. Reynolds is a self driven individual who works in dynamic environments to tirelessly achieve the goals set before her and she continues to be an asset to the Turks and Caicos Islands Airport Authority.

Fire Service Manager

Khama Coalbrooke

Mr. Khama Coalbrooke is the Fire Service Manager at the Turks and Caicos Islands Airports Authority. Mr. Coalbrooke has over 13+ years experience in Fire Service Industry starting out his professional career as an Aerodrome Firefighter and quickly working his way up the ranks. His career includes assisting in the development of numerous projects within the Turks & Caicos Islands such as the Apron Control System (TCI Civil Aviation Department), the TCI Fire Prevention Department and the Development of the Ambergris Cay Fire Service.

As the Fire Service Manager for the TCIAA, Mr. Coalbrooke is responsible for the Executive Management of (5) Airport Fire Stations ranging from RFFS CAT 2 – 8, ensuring that they are efficiently meeting the requirements of Service Standards while providing performance against Key Performance Indicators and Company Polices.

In addition to his daily responsibilities, Mr. Coalbrooke is also pursuing a Bachelor’s degree in Fire Science through Columbia Southern University (CSU). The BS in Fire Science program takes a multi-professional approach to Policy Integration, Management of Organizations and Human Resources, and includes comprehensive academic preparation in specialized Fire Service equipment and Apparatus applications. Courses are designed to offer students the planning, analysis, and decision-making techniques needed to compete in today’s evolving business climate.
