TURKS AND CAICOS ISLANDS AIRPORTS AUTHORITY (TCIAA) CARBON MANAGEMENT POLICY

11.1. POLICY STATEMENT

The Turks and Caicos Islands Airports Authority (TCIAA) is committed to responsible environmental stewardship and the sustainable management of its airport operations. TCIAA recognizes that climate change presents significant environmental, social, and economic challenges and acknowledges the aviation industry's responsibility to reduce greenhouse gas (GHG) emissions.

TCIAA is committed to identifying, measuring, managing, reducing, and reporting carbon emissions associated with its operations while supporting national and international efforts to address climate change. Through continual improvement, stakeholder engagement, and adoption of sustainable practices, TCIAA will pursue a pathway toward net-zero carbon emissions in alignment with internationally recognized standards and industry best practices. This commitment is reflected in TCIAA's Environmental and Social Strategy and participation in Airport Carbon Accreditation (ACA) initiatives.

11.2. PURPOSE

The purpose of this policy is to:

  • Establish TCIAA's commitment to effective carbon management.

  • Reduce greenhouse gas emissions from airport operations.

  • Provide a framework for achieving continual environmental improvement.

  • Support participation in Airport Carbon Accreditation (ACA).

  • Enhance resilience to climate change impacts.

  • Promote sustainable decision-making across all TCIAA activities.

  • Demonstrate leadership in environmental sustainability within the Caribbean aviation sector.

11.3. SCOPE

This policy applies to:

  • All TCIAA-operated airports.

  • TCIAA headquarters and associated facilities.

  • All employees, contractors, consultants, and temporary workers.

  • Airport tenants, service providers, and business partners where applicable.

The policy covers emissions arising from:

  • Scope 1: Direct emissions from TCIAA-owned or controlled sources.

  • Scope 2: Indirect emissions from purchased electricity, heating, and cooling.

  • Scope 3: Relevant indirect emissions associated with airport operations where measurement and influence are practical.

The policy aligns with TCIAA's objective to maintain greenhouse gas inventories and support Airport Carbon Accreditation activities.

11.4. POLICY OBJECTIVES

TCIAA shall strive to:

11.4.1 Measure and Monitor Emissions

  • Establish and maintain an annual greenhouse gas inventory.

  • Monitor carbon emissions using recognized methodologies.

  • Collect reliable environmental performance data across all airports.

11.4.2 Reduce Carbon Emissions

  • Reduce energy consumption through efficiency initiatives.

  • Improve fuel efficiency of vehicles and equipment.

  • Increase the use of renewable and low-carbon energy sources where feasible.

  • Reduce emissions associated with airport buildings and infrastructure.

  • Encourage sustainable transportation options.

11.4.3 Support Airport Carbon Accreditation

  • Participate in and maintain compliance with the Airport Carbon Accreditation Programme.

  • Progress through ACA accreditation levels through measurable emissions reductions.

  • Implement recommendations arising from ACA assessments and audits.

11.4.4 Integrate Sustainability into Operations

  • Embed carbon management considerations into planning, procurement, design, and operational activities.

  • Promote environmentally responsible business practices.

  • Incorporate sustainability requirements into infrastructure development projects.

11.4.5 Engage Stakeholders

  • Collaborate with airlines, tenants, concessionaires, government agencies, and contractors to reduce airport-related emissions.

  • Promote environmental awareness and sustainability initiatives.

  • Encourage stakeholder participation in carbon reduction programs.

11.4.6 Report and Communicate Performance

  • Establish environmental performance indicators.

  • Monitor progress against carbon reduction targets.

  • Report carbon management performance to senior management, the Board, and other stakeholders as appropriate.

These objectives support TCIAA's sustainability initiative, greenhouse gas reduction goals, and environmental stewardship commitments.

11.5. COMMITMENTS

TCIAA commits to:

Compliance

Comply with all applicable environmental laws, regulations, standards, and obligations.

Continuous Improvement

Maintain a structured process of continuous environmental improvement and performance monitoring. The TCIAA Environmental and Social Strategy identifies continuous improvement as a core principle for reducing environmental impacts and improving efficiency.

Climate Action

Support initiatives aimed at reducing greenhouse gas emissions and contributing to global climate objectives.

Sustainable Procurement

Promote procurement practices that consider environmental impacts and lifecycle carbon emissions.

Resource Efficiency

Improve efficiency in the use of:

  • Electricity

  • Water

  • Fuel

  • Materials

  • Waste management systems

Transparency

Provide accurate and transparent reporting of carbon management activities and performance.

11.6. ROLES AND RESPONSIBILITIES

Board of Directors

  • Approve the Carbon Management Policy.

  • Provide strategic oversight.

Chief Executive Officer

  • Ensure organizational commitment and implementation.

Executive Management Team

  • Integrate carbon management requirements into departmental operations.

  • Allocate appropriate resources.

Sustainability and Environmental Management Personnel

  • Develop and maintain carbon inventories.

  • Coordinate emissions reporting.

  • Monitor performance indicators.

  • Support ACA submissions and audits.

The importance of maintaining emissions inventories, supporting ACA activities, and monitoring performance is reflected in TCIAA sustainability documentation.

Department Managers

  • Implement carbon reduction initiatives within their areas of responsibility.

  • Support environmental data collection.

Employees

  • Comply with this policy.

  • Participate in sustainability initiatives.

  • Identify opportunities for environmental improvement.

Contractors and Service Providers

  • Adhere to applicable environmental requirements while operating on TCIAA premises.

11.7. CARBON MANAGEMENT FRAMEWORK

TCIAA shall adopt the following cycle:

  • Set targets and objectives.

  • Execute carbon reduction initiatives.

  • Allocate resources and responsibilities.

  • Track emissions and performance indicators.

  • Update targets and action plans as necessary.

  • Implement corrective actions.

  • Pursue continual environmental improvement.

This framework reflects the continuous improvement approach established within TCIAA's Environmental and Social Strategy.

11.8. TARGETS

TCIAA shall establish measurable carbon management objectives and targets, which may include:

  • Annual greenhouse gas inventory completion.

  • Energy reduction targets.

  • Fuel consumption reduction targets.

  • Renewable energy implementation targets.

  • Airport Carbon Accreditation milestones.

  • Long-term net-zero objectives.

Targets shall be reviewed annually.

11.9. TRAINING AND AWARENESS

TCIAA shall provide environmental awareness and sustainability training to employees and relevant stakeholders to support effective implementation of this policy and promote a culture of environmental responsibility. Sustainability training is identified as a component of TCIAA's sustainability program.

11.10. MONITORING, REPORTING AND REVIEW

The effectiveness of this policy shall be evaluated through.

  • Annual emissions reporting.

  • Environmental performance indicators.

  • Carbon reduction project monitoring.

  • Internal audits.

  • Airport Carbon Accreditation assessments.

  • Management review meetings.

The policy shall be reviewed every two years or sooner where changes in legislation, operational requirements, or organizational objectives require amendment.

11.10. APPROVAL

This Carbon Management Policy is approved by the Turks and Caicos Islands Airports Authority and shall be communicated to all personnel, contractors, and stakeholders.
